Copying this from Lord Max's post from his forum. It's his modded tf2 server. The server is great, i've played on it myself and has many players on almost 100% of the time.
Super Fast Weapons
Having a look in the scripts section of my server I found all of the weapon scripts, I Googled a way to decrypt the files into something a human could read, and I found a plugin. Being the idiot I am I went in full throttle and hoisted all of the weapon speeds, damage, and ammo up to incredible levels. This was chaotic so I restored the *.CTX files to their defaults and made all weapons slightly faster and gave all players infinite ammo. These are the configurations we use today also.
Extreme Weapon Damage
Well, as you will see below, I have given all of the classes tonnes of health. It seems only fair that to counter-act that health I should increase the weapon damage.
Five Hundred Times Normal Health
Right, now if you’ve read the above modification you’ll understand why we need ALOT of health. I found that leaving the health on normal would be like tossing a snowball into hell. The lowest health was 125, and many weapons (with their speed) could wipe out masses at a time, so I increased the health by five hundred, rendering the lowest health at 150,000, this configuration seemed to work perfectly with the weapons as it appears to have balanced thing out.
Super Fast Healing
One of the main things you will see people saying on this server is, "How did you get over 1,000 points?" Now this is a good question. Of course, it is more than possible to get this many points in Vanilla, I have once, but I was playing for about five hours. While it is possible for players to get thousands of points by playing it is more than likely they went medic. Why? Well because of the massive amount of health and super speeds the medic can dish out tonnes of health very fast, getting him LOADS of points, if you're healing a wounded player you can get 100+ points per second.
Super Speeds
I also had a look at the player class scripts and found a speed configuration, I doubled this for every player to allow each player to move around extra fast and dodge fast weapons. This modification has received much praise and works well on the large Mario map I use. Although the maximum speed is 400, so things are limited but with all of these fast speeds, even the Heavy Weapons Guy can dodge bullets and missiles.
100% Crits, all day, every day
On my server we use 100% crits. For those of you who don’t know what this means, it means that every shot is critical and therefore deals out alot more damage than the average shot, this is partly the reason why I’ve put the health up to fifty times the normal health. Critical hits arn't just deadly but are very pretty too, expect to see lots of blue and red sparkly things flying across this server; try not to get hit by them.
Multiple Buildings
To edit the amount of buildings an engineer can build you don’t need to be a genius, it’s fairly simple. All I did was go into the objects.txt and fiddle around with the configurations of the buildings, for example, instead of one sentry or turret gun people can build six, instead of taking 20 seconds to build it takes 1, instead of taking up taking a long time and costing alot to upgrade it takes hardly any metal (which doesn’t really matter because I’ve given all engineers too much metal anyway), and upgrades in less than a second. To build multiple sentrys type 'bind b "build 3"' in the console, this will allow you to press 'B' for more sentry guns. To build multiple dispensers type 'bind n "build 0"', now you have binded 'N' to build more dispensers. Easy really, eh?
Fast Teleporters
I got fed up and annoyed that despite taking seconds to build, the teleporters still took alot of time to recharge. This is something that no matter how hard I tried, I couldn't mod. Therefore I began searching, determined to find a plugin like this. I found one. It allows players to take teleporters INSTANTLY after another person has used it. As you can imagine, in a server as chaotic and fast as this, this is very useful.
Instant Respawn Plugin
The usual time for respawn is about 6 to 10 seconds. I found a plugin that, if installed and configured correctly will respawn players instantly, not 2 seconds, not even 1, INSTANTLY. Imagine this, you are strolling up the Mario map when all of a sudden an ubered heavy comes round the corner firing Natascha like there’s no tomorrow, you start running but before you know it he has killed you and you’re back in the spawn running in the same direction you were when you were running away from the heavy. That’s how fast it is, one second you’re getting owned by the enemy, and in the same second you’ve been spawned again.
Build Parent Plugin
This is a very simple server plugin which I love. It allows the engineers to build on moving objects such as large blocks that can be moved around. It’s always fun to watch some arrogant moron build sentries onto the block and shoot it into the enemy base to kill all who spawn.
Basic HP Left
Not the most important plugin but still very useful. This allows you to see who killed you, what weapons they were using, and how much health they have left. This was one of the first plugins I installed and I’m very pleased with it, it’s proven to be a useful asset to the game and can show some huge amounts of health.
InstantUber
InstantUber is a plugin produced by TurboTF2.com. It is exetremely useful and allows medics to spawn with an UberCharge; as you can imagine, it is exetremely useful on hosts such as mine where we use incredibly powerful weapons and there is the possibility of spawn camping.
SourceMod Radio
This is an incredibly neat plugin that allows any player playing on the server access their favourite radio station and listen to music of that genre. The radio is fed into the server so people are listening to tracks on the server itself which would cause mass lag issues. Overall, I tend not to use plugins that distract others from the gameplay, but I’ll be keeping this plugin, very cleverly built and vert useful.
Modified Projectiles
For example, by changing the projectile type which was very easy, I've given all pistols the ability to fire flares and shotguns fire a range from normal bullets, to flares, to rockets. It's already proved popular as we've been running these for the past few weeks and have had much positive feedback via our old forums and through my YouTube account where I post Turbo TF2 related videos and news.
